The AAPT Constitution assigns to the Treasurer major responsibility for the financial affairs of the Association. These responsibilities lie in three areas. The Treasurer has, first, the planning function of a budget officer; second, the review and auditing functions of a comptroller; and third, the recording, receiving and disbursing functions of an accounting officer. Thus the Treasurer has responsibility for long term and short-term investment. In 1971, recognizing that the Treasurer does not devote full time to association affairs and also recognizing that, from a practical standpoint, many of the Treasurer's function must be handled in the Executive Office, the Executive Board, on recommendation of the Treasurer, authorized the Treasurer to delegate to the Executive Officer such duties of the Treasurer as might be agreed upon in writing by the two of them, provided that the Executive Board be notified of all such delegations and provided that the Treasurer always retains the roles of budget officer and comptroller.

The duties that may be delegated to the Executive Officer include depositing and writing checks, purchasing, maintaining the accounting system, and other activities necessary for the daily operation of the Association. The Treasurer retains control of, and responsibility for, investing (excess) Association funds.

In 1976, a Treasurer's Investment Advisory Committee was appointed by the President from the general membership. Its charge is to advise on the handling of long-term investments and on the relationship between the Executive Office and the Treasurer. Authority to borrow on behalf of the Association is vested exclusively in the Treasurer. The Treasurer has the responsibility for the soundness of the Association's financial position.

The 1971 action of the Executive Board authorized the Treasurer and the Executive Officer to retain an accounting firm to maintain the Association's financial records. More recently, it has become necessary to have a full-time accountant in the Executive Office. Neither the Treasurer nor the Executive Officer deals directly with an outside accounting firm. These relations are the responsibility of the Audit Committee of the Executive Board. This Committee employs and receives annual reports from an accounting firm. The Committee provides the Treasurer, the Secretary, and the Executive Officer a copy of the Annual Report for inclusion in the Treasurer's Report to the membership that is published annually in the Announcer.

The Treasurer serves as a member of the AAPT Executive Board and participates in its meetings at the times of the Association's winter and summer meetings. The Board also meets during the spring and the fall, frequently in April and October. The Treasurer also is a member of the AAPT Council which ordinarily meets during the winter meeting.

The Treasurer serves as the Chair of the Committee on Membership and Benefits. This Committee, which meets at the times of the Association's winter and summer meetings, is responsible for investigating and recommending membership benefits and for such things as membership campaigns.

The Treasurer is a member of the Publications Committee. This committee meets prior to each of the semi-annual meetings in winter and summer.

The Treasurer is responsible for preparing an Annual Financial Report for publication in the Announcer, and for presentation at the Annual Meetings of the Association and of the Council.
